Are you sure it isn't a coating, and how? I have seen coins that appeared to have been blued, kind of like the way steel is blued on many firearms. It is a coating, but not like paint, varnish or glue.
Also heat can make many metal alloys turn colors. A dark blue color can be imparted as post mint damage from fires or people just playing around with a flame.

For a coin that is not found in original government packaging, I don't know how (Although there are many things possible which, "I don't know how...") one can confirm without a doubt that it is a "Black Beauty". My understanding is that the color came from improper annealing. So, that mint error itself is a form of heat damage.
