Looks like to me it was dipped into a liquid. Note the event happened equally on both sides of the coin.?

it looks like a stain on the clad layer. Here's a link to a coin that I have with an "Improper Cladding" error (misspelled on the slab as "Imporper" by PCGS.) It shows a hard edged dividing line between the missing cladding and the exposed bright red copper. http://goccf.com/t/366857
