Looks like a 1989 cent, not a 1969 as mentioned in your title

Looks like the coin was altered a bit. Note the highest points seem flattened and showing a wearing on the plating. But there may have been a Struck Through Grease issue on the coin. But neither add a premium that I can see on this coin.
