Would the same be true of this 1909 penny that has red on it? And is the very hard to see VDB authentic?

Staining, discoloring and environmental damage always detract from the value of a coin. Your 1946 is worth about 2 cents, and the value of the 1909 VDB is greatly reduced to just a few dollars at best.

As the frog said, any sort of staining or environmental toning is considered damage (post mint). Some people like platina/aging on some or these early cents, but overall it's value is hurt by it. Check ebay's SOLD listings for a rough idea of value.

I've seen examples with the weak VDB before.

These were graded and counted as legit.
