Looks like they used a wire brush pretty strong to alter the fields that much. It was polished so deep able is almost neck-less on the throat area. Looks like that batch also had an issue with rolling lines on that even show on the tops of devices on both coins. Not a premium for the coin. Just a coin distraction that will bump the grade down if it were a submitted coin, get a lower grade. (The term they would call it, it lacked "eye appeal".
