I this the "halo" type error that I've heard about? It's on both the obverse and reverse. And also his hair looks messed up by his ear ?

Die polishing to remove clash marks. When the dies are polished, they reduce the fields a bit. The more times this happens, the more field areas are reduced. On your coin, the halo is showing that is the polishing is altering the edges of the bust design, thus the halo around the bust.

No. It's a die event. Until the die is retired, all the quarters will look like that. Over 50% will look like that. So it's common.
