1990-P Lincoln Memorial Cent Wrong Planchet Or Phd?

Found this 1990p Lincoln Memorial cent in the return at the local coinstar. It doesn't have any copper coating on either side. It is almost the size of a nickel. I can fit a regular 1990p inside it. The weight is 2.44g. The numbers and letters don't appear to be abnormal. Hopefully someone here knows whats up with this coin. Either PMD somehow or mint error? Any info will be appreciated. And in the pictures I have a normal 1990p cent and a nickel used as a size reference.

Way to many pictures. As John said it's known as a Texas Cent. put a Lincoln Cent between two pieces of leather and pound away.

When the coin expands, the plating falls off because of the stretching of the plating.
