This is an evasion Halfpenny - the text is "Cornwallis Ind" relating to Marquis Cornwallis, not the county of Cornwall. In the Withers list of Evasions, I think it is 67 or 68 in the list, depending on the date (1771 or 1774) which I can't read.
They are very collectable, particularly in the US, but that one is in pretty poor condition.
