I would think PCGS would not have slabbed it if it was faked.

It was cut this way at the Bureau of Engraving and Printing.

There should be 31 others just like it, too. Now whether the other ones made it past the inspection process is a whole different story.

32 note plates are used for printing the bills, although
this would have happened after 100 sheets were stacked for cutting. I'd guess there's quite a few of them...

The 32-subject sheets are cut in half after the second print. Then, the 16-subject sheets receive the overprint (3rd print) and are cut into packs of 100. I believe PCGS mis-attributed the error on the holder. I would consider it a cutting error and not a printing error.
Uncut sheets of $1 notes were not sold until 1981, so it isn't a faux error.

- I agree with Steve: looks legitimate to me. If sheets weren't sold to the public till 1981, then there's no way that was a manufactured "faux" error (as Steve puts it).

Plus it's a star replacement which makes it a double-whammy (star + error). Great scarce note to have in your collection.
Heere's my VF example from Canada (1973):

-400,000 *G/F were printed & CCCS attributed as a "Cut out of Register" error which I also believe is correct. I wouldn't worry too much about the misattribution label error by PCGS. If you wish to sell it, just list it correctly as "Cut out of register."

I would value the note somewhere between $75 - $100.
