The coin was a recent submission to PCGS and the dealer who submitted was complaining about PCGS undegrading the coin and selling it to me at the 62 grade price. The dealer was expecting a grade of 64 and a minimum grade of 63.

The luster on the coin is good. PCGS may have thought that the coin had some circulation rub on the wing tip, and if that is the case, PCGS should have graded the coin at 58.

Instead of complaining, the dealer could have:

1) Resubmitted the coin to NGC
2) Charged MS63 prices regardless.
