I've heard soaking in a 50-50 Lemon juice to Water solution will remove some/most of that rust - maybe others can verify that!

I'm just saying that the restoration effort would be a waste of time. If there's sentimental value, then just keep it as is.

My first steel cent find. It was in brown paper roll. I like it just because of the history. No value, but it's pretty cool find never the less. Well used and not kicked around on the ground.

Nice find.

I have searched 20 some Wheat penny rolls in the last day and found 1 1943 steel wartime penny. It is colored black like your reverse.

Thank y'all. I think it's nice piece and will put it in my collection. 80ae2000 it's more rusty looking and I think they thought it was a regular old dirty penny. There are no scrapes, gouges, or dings. That's pretty good considering the age and how many kids had it for the candcandy store.
