Just trying to find out if this is a mint error and what kind of error also estimated value if any

no mint error, it has been holed twice and counterstamped at least 3 times.

Any idea what the counterstamp reads? Look like it starts with an "M"

Also the bigger hole looks almost like it was melted thru there definitely not drilled. I read online about some type of gas pockets forming in the planchet during the mint process is it possible that coupd have caused them

If you are referring to gas bubbles, those only occur on copper plated zinc cents, from 1982-present:

There's no way those holes occurred during the minting process, but they're also probably not drilled holes, I'm guessing they've been made by melting the metal with a hot spike.
