Thus it means it is a mint error however seem to be quite common almost 10% of this year is like this maybe to varying degrees, also notice that these where release later and not at start in 2018. I don't think it's oil/grease as the letters are still struck up okay, but I'm not sure. Report this Post to the Staff

This only happens with the IRB 5 cents instead of the JC 5 cents. Quite interesting...
