On the obverse shield, there appears to be piece of the lamination that stripped off to the right, if this is the case, is there a way to distinguish if this was post mint damage or not?

Laminations are never considered post mint damage.

So is this coin presenting characteristics of a lamination error and therefore a mint error?

It's tough to tell. I think the shield does have a ding in it, but there may be some lam business going on, too. It would be fairly insignificant if so.

I suspect it may be a strikethrough, not a lamination

Strike-through then retained? I see a depression to the left, then a chunk of raised metal to the right whose left edge vaguely matches the edge of the depression. Also a strike-through below, NW of the date.

Does a strike through here mean there was debris on the coin striking the lamination and it was retained or is the piece on the coin the actual material, unlikely probably since the debris looks like a match for the gouged area in the shield?
