All sort of appears to be what is called MD or Machine Doubling.

I think this is a new doubled die. I see split serifs on IGWT, most noteworthy on the G. Cool find!

I just posted a similar penny and was told it was Die Deterioration

The Difference is this one has 2 images on the coin, the penny had 1. I am 100% sure this is a Doubled Die.
