I would like to know too. I have A 1970D nickel with the same pattern except it isn't over the entire coin, only on Jefferson's face and it's much deeper. I don't know but I think mine is PMD

Looks like someone with a lathe laying down the lines but how they skipped over the date and LIBERTY I have no idea.

First welcome to CCF. Second, prior to striking, planchets don't have these lines and even if somehow one did, the striking process would have flattened them out. Every once in a while, we see a coin struck from a die with a lathe line left in it, but never anything like this. I agree that these were added after this coin left the mint, but I must say that I haven't seen this type of damage, where the portrait was affected, but largely not the inscriptions.

My guess is that
it was put in a lathe then brass brushed.
(= PMD, unfortunately)

concentric rings are produced by a lathe which shapes the cone-shaped face of the unfinished working die.
But I haven't seen where the rings go over the raised devices.
It had to take someone some time to do this.
