Has anyone ever come across this coin and what looks to be some type of double strike at the mint location?

Plating issue - the zinc core of cents will be subject to zinc rot when exposed to air. This causes bubbles, etc. Yours is most likely a burst plating bubble. Note the coin has similar issues in other areas and not just near the D.
