it's a secondary market token, left edge of the bust is an F, for the Franklin Mint, it's a mint mark they used.
Now I don't know the year but it follows the design of the Shell Oil Company Tokens, "Mr. President Coin Game" This is not part of the 1992 game set that they did, but has to be older I think, it's very, very similar in design. it's not from the earliest set in 1969 either, they all had presidency numbers on the top instead of the name of the president.
Some info is here but you'd have to do the rest of the digging to nail down if it's part of this from an earlier year maybe, like I think must be 1970s possibly. first link it's on the picture of the red card, and the caption above says you can find information possibly in Krause Guidebook of Franklin Mint Issues (1973 edition).

Shell called them "coins", it's for a game so technically it's a "token", and they look like "medals".
I'd classify it as Exonumia and not call it one or the other because it falls sort of into all 3 categories, at least two of them, Shell calling it a coin is a bit of a stretch, but that's what average people would of called it when they got them.
