This is what's known as a Magician's coin. Heads I win, Heads you lose. No way this is a mint error, not possible, sorry. Cute novelty piece, but these are fairly readily available I'm afraid, and sell for only a few bucks.  |

Looks like the '84 may have been machined out and the '93 skinned down to fit inside it.

merclover is correct, it's a Magician's coin. The coin is hollow. Bounce it off a granite countertop or ceramic tile floor, it will probably open. |

Look around the edge of the 93 side and, when you are used to these, there is an obvious seem around the edge which shows where this coin was pressed into the hollowed out core of the other coin.
