merclover is correct, it's a Magician's coin. The coin is hollow. Bounce it off a granite countertop or ceramic tile floor, it will probably open.

Look around the edge of the 93 side and, when you are used to these, there is an obvious seem around the edge which shows where this coin was pressed into the hollowed out core of the other coin.

This first one was crudely made with two different years and twice the weight.

This one someone put more work in on. At least they used the same year, but different mints.
They also ground off just enough weight from each coin, so now it's the exact weight of a normal penny.

Not necessarily. Some of them are made so as not to open.
