Second, those look like zinc blisters, where there is a pinhole in the copper plating and the underlying zinc core has started to deteriorate and expand. Sometimes they are hollow and you can depress them with the tip of a wooden toothpick. It looks like someone was scraping at the blister by the word IN, which is a no-no.
