I found a 2020-P Salt River Bay Quarter. It has Die scrapes on the outer edge all the way around it.Is it a Die scrape from the mold?

No, that is from a coin rolling machine, most likely at a bank. And coins aren't cast, they are struck with a hammer-like device with extreme force.

It almost looks like the "scrapes" go under the lettering which would point to planchet damage before the strike. Better pictures will be needed to tell for sure.

This is the best I can do picture wise! I hope it helps. It does look like the scratches go underneath the lettering. I would of never looked at it that way.
