Machine Doubling to me as well. The letters are shadowed by flat, shelf-like doubling, all to the West, that reduces the size. If it were a true doubled die, you would see a rounded extension of the letter and notching at the serifs. The coin also has damage on the obverse that looks it's from a wrapping machine. The ring was most likely caused when the crimping jaws of the machine made contact with the surface as it rotated.
It's really interesting that the bar patron was using half dollars to buy his drinks! He must have been a lot lighter when he left the bar, $40 in half dollars would weigh about two pounds!
