I have a $5 bill,serial# Ml 09191999 I. It has the serial#, and seals on the reverse side as well. Is this pretty common for the Ink to soak through like this? Its a extremely cool Item to have. So basically is this a rare piece or print error? Its the first time I have observed this on paper currency. Thank you for any feedback you may give on this subject.

I just pulled a $5 bill out of my wallet, and I can see the seal and serial number from the reverse, much like your note. Your might have slightly more visible from the reverse, but it is not enough to be considered any kind of error IMO.

If you're talking about the embossing, that's a desirable quality that collectors look for, especially on modern notes. It's more obvious when notes are new. After notes are circulated and folded and get worn, the embossing slowly subsides. Here's a new $2 note with side lighting to show the embossing.
