Above the T I C letters in Monticello name, there is bridging of the bottom step lines. That will keep it from a 6FS grade. Also, it appears there is a noticeable hit above the C E letters that might keep this from getting any FS designation. I've sent in plenty of Jefferson nickels to know you need to have nickel in hand to determine for sure if the step lines are complete enough to get FS.

Nice coin but not FS . If any of the steps are interrupted by a hit or wear then it cannot have a FS designation .

For the record, I still keep nickels with almost full steps. Kind of prepping myself for one day in the future a 4FS or 3FS designation becomes a thing. At minimum some steps is better than no steps.
