I'm just wondering if this is normal for the "Liberty" to be so far to the left on a 1964 D penny or any penny for that matter.

It is a result of normal die wear and is quite common.

Very, very normal. Occasionally the L is 'absorbed' into the rim on (very) late dies state cents.

The master hub was swelling. So all dies would receive that issue all down the line:

1968 was the last year for the swelling master hub. Note the difference in size of devices and busts.
