Looks like the zinc has worn of exposing the steel core which has started to rust.

A steel cent that was probably copper plated at one time . Most of the copper and zinc has worn off and the steel is rusting .

Two sure ways to tell if a 1943 cent is copper or steel. Weigh it and does it stick to a magnet. You'll always find your answer doing those two things.

Free Opinion: never copper plated, just rust and environmental discoloration.

Weight will tell you which it is:
Copper 3.11 grams
Steel 2.7 grams
Steel will be strongly magnetic. (Jumps to a magnet)
