I doubt it is a foreign planchet, but actually struck without the core punched out in the all nickel planchet (I assume it is magnetic?). All nickel twoonies are not too scarce, but most are dated 1996. Yours appears to be damaged on the rim? The last several all-nickel twoonies that have sold at coin shows, have fetched between $700 and $900. Yours might fetch less, seeing the damage on the reverse...
