I also would think that this is Machine Doubling, however, the pictures are not that clear and it could be a RPM.

It looks to be the same as what I see on the 9.... Machine Doubling

Machine doubling.

An RPM would have TWO serifs on the top. Your coin has ONE serif, half of which is flattened.
