As John says, no such thing as an RPM on coins later than 1989. Any doubling on the mint mark of a coin 1990 or later would be a DDO if anything at all. My guess would be MD on this one as John said, but possibly a little DDD as well.
But this is not a DDO. It is called DDD ( Die Deterioration Doubling) Note the outside field area is affected. This is because die wear flows towards the closest rim direction. If this were a DDO, the the centers of the devices would be enlarged. Not the field outside of the devices area affected. Strong DDD: On a doubled die that is strong that affects the date and mintmark enlarges it on the centers of the devices: DDO affects the centers of the devices. MD affects the outside edges of devices. DDD affects the fields outside of the devices.
