I don't believe it's an "extra" claw. It looks like a die chip.

That is what all the extra claws are, die chips. It was not part of the design.

I've found coins with four die chips, one between each claws. I would guess that the size of the area between the claws makes the die prone to chips in this area. The claws are engraved deeply, but quite thin and that may be the problem with this design.
