Duties And Taxes For Silver Coins

I don't know if this is the right place to ask,but i'll try it.
Does anyone from Canada knows if I have to pay duties when buying silver Kookaburra's from an US dealer ?
I've asked a Border Agency officer.She told me yes,the duties are 6.5% ( plus the taxes but I know this).The thing is I've read their Customs Tariff act ( a very boring and rather frustating experience since nothing is black and white there),and found that silver bullion is duties exempt..so,who's right ?
I have also read somewhere that all silver refined to .999 is considered to be bullion and it is duties and GST exempt when imported to Canada...but,the officer said something else.It might have somethign to do with NAFTA ? ( since the Kookaburra's are Australian?)
Any Canadian members here who purchased from US before and might wanna lend me a hand,before my head explodes ?

Hello and welcome! I believe you have to pay customs on purchases with a value of $20 or more. I think anything under that is free. I would advise checking out this site:

I would find someone in the U.S. to purchase the coins for you and then have them shipped as gifts across the border. Actual face value of a Kookaburra is stated on the coin as ONE DOLLAR and that is exactly what I would put on the customs declaration! Five of the coins would be FIVE DOLLARS!!! It says so right on the coin and I doubt very much, if they are opened by customs, that any custom agent will know whether they are silver, clad or home made mud! I have shipped all over the world and only know of one ocassion when a collector was forced to pay duty taxes and that was because I put an invoice in the package listing the purchase price! I have since used email or a seperate envelope for the paperwork and sent the GIFTS right on through!

Just keep in mind that customs bases their values on the converted dollar amount, which means that conversion into Canadian dollars must be considered.

Thank You Susanlynn9 for your advice and the link.That is the site from where I have actually tried to get the info.(but got confused and almost had a nervous breakdown).Not because I cannot do research on a given subject,god knows that is part of my everyday job sometimes,but because I hate the double talk and innuendo that our beloved customs put there.

I just wanted to add that I have ordered several different items from Canada and never had to pay any duties or tarrifs.
