I think it's damage. Looks like the chunk of metal taken out of that rim.

Yep MO I can see your argument. So you think this is PMD and the piece of metal came loose from the rim damage and stuck permanently on the face of the coin. I am not sure how that happens without heat being involved but the outline of the item matches the damaged area.

We have seen this happen on other coins, many times on a number. The "Y" in your Half took an external hit that broke the letter.

A piece of metal from the rim was pushed up off the rim then folded over onto the face of the coin. No metal came fully loose, it's clearly still attached. Still PMD tho.
