It still could be a minor doubled die, but from the picture you can't tell since a normal circulated one and a minor circulated
DDO would look very similar. Look for thickness in the the first few letters of LIBERTY, the E of WE, and the R and U of TRUST.

Completely agree. This coin is so heavily circulated and beat up, theres no solid evidence. Every part of that date and MM is flattened from years of circulation
