Are you sure it isn't glue or something? That is a strange one. A gouge on a die (which is how a strip would be raised that wide on the coin) would not also show up on the low points of the die (the wheat ear for instance). Should look like it disappears behind the wheat ear.

If level, the stock metal could of had something that altered the steel in that mix?

Its definately raised metal. Allthough different, its kinda the same issue I have been seeing in this last lot off 1,000. Its like the "extra metal" and cojn image were struck together. My best guess.
