Can anyone help me with this 1983 D Quarter. I see Machine Doubling on the obverse of the "T", and " Y". But I think I see a faint "U" behind the "L", and " I" of LIBERTY on the obverse. Thoughts?

Individual devices don't appear on coins. They are all struck sometimes more than a coin per second. There is no way to have a single device as they are all on the die passed down in 4 stages. If there was a separate devices, all the others would be there also. Also note how those devices are all raised, it there were another set of devices, then they would be raised also.
If a double strike were to happen, the devices would still be raised, but sometimes flattened:

On this coin, it was flipped over, but you can still see the devices showing.

What you are implying is impossible to happen during the striking of the coin.
There is no way a Ghost letter can suddenly appear. The only way another
letter can become imbedded in a coin is if it is a dropped letter and yours doesn't show that.
Probably some circulation wear or mark that gives the illusion of a "U"

(Coop beat to it)

Can anyone talk me through what is going on on the obverse of this coin? I understand that a mystery U isn't possible, but I swear I see something underneath the word LIBERTY. Is that die grease or some other mechanism that is leaving Cud type structures between the letters of "liberty".

Well anything that is incuse (below the fields) is coin injuries it received in circulation. Back at that time the casinos and a lot of vending machines were damaging a lot of coins. SO it the mark is pressed into the coin, fields or devices, that is 99% of the time damage.
