I'm not super sure but this penny looks like it has an 8 stamped under the 9 what do you guys think?

It looks like an 8 but it isn't. It is just the way that circulation markings have given it that appearance.
Once you learn how coins are struck, you will realize that what you have there is impossible to happen
during the striking of the coin.

That 8 is way too small to have been minted. It's just post mint damage ( PMD), sorry.

Large (full extent), high resolution photos of the coin's obverse and reverse can help set the full context of what we're looking at.

I can see why you think that but one thing to consider besides what has mentioned already is that the difference in the size of what looks like an 8 and the actual size of the digits in the date.
