It looks like an 8 but it isn't. It is just the way that circulation markings have given it that appearance. Once you learn how coins are struck, you will realize that what you have there is impossible to happen during the striking of the coin.
I can see why you think that but one thing to consider besides what has mentioned already is that the difference in the size of what looks like an 8 and the actual size of the digits in the date. to CCF
