Not a counter-clash. Hard to tell if the reverse out of alignment or not. If it's normal, you have a MAD (misaligned die). If the reverse is out of alignment too, its an "off center" strike.
MAD = Mis-Aligned-Die. Which means the hammer die was not centered over the anvil die. This is a minor one. When part of the devices fall over the edge because of extreme misalignment, the reverse will also be affected because the pressure was not strong enough to form the full devices:
The weakness of the date area is from an different issue. (yes more than one issue can happen on a coin) Note the weakness of the size of the devices? They are reduced so the die was over polished, leaving the field being reduced and the devices showing just the tops of the devices. (because the devices are tapered, removing more the fields will loose the wider bases of the devices)
Also the question was asked what does a partial collar look like: On a partial collar, the edge was not fully in the collar. Thus the areas when the edge was not contained, it expands out further than the rest of the edge. If reeds are present, only parts of the reeds will be formed, the rest extend wider because of not being contained in the collar.
As far as the new dies since 1972 on the obverse being DDO's are pretty much all a dud. None listed on V.V and only two listed on Wexler's listings. So they are a waist of time to search. The only two Wexler lists are these two:
The reverses are a different story on dimes. The The DDR are showing their doubled dies on the central area on the reverses:
