Just some heavy damage. Its a zinc coin so that's most likely from zinc rot. Was probably buried at one time

Not an error, just zinc rot, common on zinc coins.
Also not off centre, that is what is known as a Misaligned Die.
No extra value.

Agree with all. An '83 cent which slugged it out with everything circulation could throw at it. Nice zinc pockmark.
