Not saying if it is a DD or not but even if it was it wouldn't be rare. In order to strike that coin, the Doubling would have to be on the Striking Die so every coin produced, say 500,000, from that die would have the same Doubled mm.
I see a lot of Machine Doubling on your coin. The doubled die will be on the central devices. The ear lobe and the motto areas. The other areas are where you are seeing a lot of doubling, but the machine caused that. What a doubled device would like is this: Note the distorted devices. They are enlarged in the centers of the devices, not on the outside edges of the devices. Machine Doubling lives there. Note the example on the left. That is Machine Doubling. The example on the right is pretty much what you would see on a doubled die. Hope this helps in your searches. The doubled dies are more in the center of the design.
