Sometimes from other planchets in the bins. Perhaps pre-lamination debris. On sin cents because they are fragile, the rims will break on on coin and get struck on the next coin. These look big under a scope, but are very small flakes struck on a coin.

thank you all for your help. It is put away in my collection. I found another 1984 that has me really puzzled, No info at the moment but I am still looking.
