It should be steel under the nickel plating, not anything copper-colored.
Whatever happened to it, I'm pretty sure it didn't leave the mint that way.

Incorrect. It is a muli-ply plated process. The inner planchet is steel, but then there is a thin layer of nickel, thicker layer of copper and finally a thicker layer of nickel.

I should also mention, that the coin in question, is damaged, whereby the outer layer of nickel has been rubbed off on the high points.
