I got this today from the store and it seems like the lettering is faded off can anyone help me or give me an idea what's going on?

What you have is a partially Grease Filled Die.
Not enough to really add any value to it

This looks more like devices were polished away. On a partial Grease Fill the devices would be wider. On this coin the devices are showing the tops of the devices, that if it were a grease issue would not be showing.

Not an error. I'm leaning toward a die polishing matter. Also makes an appearance in the 'IGWT' characters closest to the rim. Thinking about it, this is not terribly uncommon in dimes from the late '90s through the 2000s--at least in my experience. Oh the fun.
