Hi is an off center strike something rare?
does it add any value to the coin?

I don't think that is enough to be considered off center. It looks within mint tolerances.

Agreed with @purelywasted - consistent with RCM strikes of this period, and not sufficiently miss-aligned to command a premium. Looks to be a nice '39 though!

to CCF. Need to see the other side. Make sure to flatten those staples before you damage other coins in 2x2's.

It is probably more of a misaligned die than an off centre strike. To have
any premium, some of the devices would have to run over the edge.

What about the reverse?
If it's only one side then it's misaligned die, a true off center strike will most often be broadstruck.
"Dipping" is not considered cleaning...
