2013 Richmond Virginia Federal Reserve Dollar -Misprint Christmas Stamp

Found this One dollar bill and I noticed a X'mas Tree was stamped on the reverse of the note. What was curious is that the stamp appears to be below the magnetic ink of the note, suggesting this may indeed be a mint error. Anyone else agrees or is this a throwback to the bank?

Trust me, the tree stamp occurred after this note this note left the Bureau of Engraving and Printing. The green ink of the tree stamp readily adheres to the blank paper, but doesn't stick well to the printed portions of the note, making it appear to be below the printing.
