It looks like what is called mortar set which is
caused by extreme metal fatigue of the die.
Another form of Die Deterioration.

Is it fixed firmly to the surface and seem like part of the coin? Or is it a residue issue on the coin?

Does it look like clear glue or clear nail polish? I can't think of anyway this could happen during the strike?

No u can't really see it till u put under scope & it looks melted, but the other guy said Die Deterioration.
