Not an error. Someone has put glue on it and pressed another coin into it.
It seems lately that we have been seeing a couple a week like this.
Someone out there must be bored.

Soak in acetone to remove it. Cannot hurt the penny doing so. Or just spend it

Agreed, just spend it. Not worth the effort to restore this coin. Appears to be glue attached to the surfaces.

p.s. please crop your photos to the edge of your coin. Too much wasted space.
