Looks similar to your other coin. PMD
Some glue like substance has been put on it and another coin pressed into it.
Not an error as this could not happen. during the striking of the coin.

Ended up with the EPU devices, mirrored in glue, on the obverse side of the coin.

It's not being stupid, it's learning and it's why everyone is here... well there are a few that I am convinced know everything and are just here to educate, but don't feel bad, we all sit at different levels of expertise.
