So Technically this would be considered a strike through error and not a double die obverse is that a correct distinction?

Machine doubling--in this case the striking action created something analogous to a bounce. Someone may come along with a more accurate description.

Strike-throughs are a whole different thing. I guess this could technically be considered a striking error, but it's extremely common and not really treated as such.

A little late to this thread, but just to further clarify, not "strike through," but "strike doubling." The planchet--for a loose collar, or for any number of other reasons--slipped or hopped when it was struck by the dies, and that's what's showing off the profile as "doubling." It is doubling, it's just not off the die, but was created by the strike. It can show anywhere on the coin.
