I understand that I'm not supposed to post more than one coin per topic so I will just say that I received 2 p mint Statehood Quarter's from the same place and day in the same condition but from different years.
What is the reason why it wouldn't have a copper layer?

Looks like an environmental damage.
BTW, Quarters have clad layer over copper.

it's plated. very common for State Quarters.

I can clearly see damage to the reading that tells me it was used to pay for the pool table or the Jukebox.
Shouldn't I be able to see the copper showing through there if it was plated?

Weight would be your friend to convince you:
Indiana-Statehood-Quarter-Missing-Copper-Layer
Check the weights for the clad quarter and the silver quarter.
Or you could expose the copper on one of the reeds of the coin:

5.77 is the weight. I put a picture of it on my post.
I suppose I could scrape it like you said. I didn't really want to because it is in excellent condition but I will

Well the clad weight was 5.67 grams. So figure in the plating, then it make sense. Not a Silver coin as that weight was 6.25 grams.

Of course unless the ridiculously impossible happened and a 40% silver Bicentennial planchet happen to get in there LOL. I did scratch it like you said and of course sure enough there emerged the copper layer
